No Tax Breaks shall be given to any Data Center. [If a company doesn't want to pay the full tax for being able to make money in Oregon why let them increase the burden on the rest of us?]
All data centers shall build their own source/s of power with at least 25% excess capacity. The power source shall be built & working before ground is broken for the Data center. (Co-Generation seems like a good idea since so much heat is generated.)
If the Data Center needs to grow, the power source shall be increased to maintain that ratio of excess capacity in advance of that growth.
Data Centers or differently named similar operations shall use mechanical cooling (Air Conditioning) to dissipate the heat created by operations of the Data Center. They shall not use any source of water for cooling or purpose beyond needs of employees.
