This appears to be a Tote Goat Trail Bike (mini bike) from the 1960's
You could get them with options or just bare bones,
This one has the optional gas tank (for more fuel) and the 2 speed transmission, and the removable rear game rack.
These things were great on the trail, and would get you where you needed to go.

This would make a great winter project.
